West Des Moines, IA – Two upcoming Hubbell communities have received Iowa Workforce Housing Tax Credits for multifamily housing. The apartment communities, proposed in Des Moines and Oskaloosa, are all part of a late 2025-2026 pipeline for construction.
Oskaloosa
Hubbell is proposing a 50-unit rental townhome community, immediately off Highway 163/92, neighboring the TRIO Entertainment Complex and numerous other local businesses. The two-bedroom, two-story townhomes would range in size from 850-1,075 square feet with a variety of finishes aimed at providing workforce housing.
“Oskaloosa displays the exact economic vitality and need for rental housing due to the rapid expansion of strong, local businesses like Musco Lighting, Mahaska Health and Clow Valve. While Hubbell has not historically done as many small-footprint projects like this, we’re looking forward to identifying more rural rental needs in the future,” said Michael Bialas, Development Project Manager with Hubbell.
Oskaloosa was named a 2025 Thriving Community by the IEDA which recognizes forward-thinking communities that are proactively addressing workforce housing needs. Selected communities demonstrate best practices in planning, financial support, targeted development, leadership and employer engagement.

Telus
Telus, Phase I, is a 32-unit, 3-story condominium community located within the 75-acre master planned community of Gray’s Station. Telus will be less than one mile from major downtown employers, restaurants, retailers, and trails. Currently, the only new construction options downtown Des Moines for prospective buyers are single-family homes or townhomes. Telus provides a unique home option for buyers searching for a single-story living experience complete with access to Gray’s Station amenities, a Clubhouse, Swimming Pool, Fitness Center, and Outdoor Amphitheater.
